Climate change has come to be felt strongly in Vienna as well. For
example, the annual mean temperature has gone up by two degrees Celsius over the past four decades. Heat waves, strong rains,
and droughts have become far more frequent. Studies prognosticate another temperature rise of up to four degrees Celsius by
2100 as well as a particularly pronounced increase of days with temperatures over thirty degrees Celsius (source: wien.gv.at).
The district of Floridsdorf has a very high percentage of green areas, but streets in the district center in part
are densely built-up areas, and surfaces are sealed. A high degree of surface sealing causes quicker runoff of rainwater and
reduces evaporative cooling.
However, climate change not only affects the weather but also the social climate.
And not everyone is affected equally by the changes but mostly those living in small apartments with no private outdoor space.
Outdoor spaces are becoming ever more important as global warming proceeds: they serve as an extension of the home, as free
spaces that offer protection from the heat and also provide recreation in winter. In short, what is needed is access to attractive
public spaces with no obligation to consume.
This approach provides the impulse as well as the starting point of this
call for proposals. It includes artistic proposals, concepts, initiatives, ideas, and projects for the use of urban outdoor
spaces that may be implemented as temporary projects.

“The Weather of Tomorrow”Projects on Climate in and for Floridsdorf
- The call has the objective of stimulating, emphasizing, and improving the use of public spaces, of squares and streets
in the Floridsdorf district center throughout the year, in summer and winter.
- The ideas and projects proposed are
supposed to explore the effects of the climate crisis, take up experiences with the pandemic, and address the new importance
of public space.
- Cramped living conditions, lacking private outdoor spaces, as well as different generational wants
and needs are also to be considered.
- A caring social climate offers protection against loneliness and detrimental
personal effects of heat waves or snaps of cold in winter. Good neighborly relations therefore are particularly important
for older-generation residents in many municipal housing estates. The call therefore also wants to help inspire new ideas
for the improvement of neighborly relationships.
- In the attachment to this call, squares and pedestrian pathways are
indicated that may make walks through the busy, much frequented district center more attractive. Also, new outdoor amenity
areas are to be (re-)discovered as extensions of much too small, often much too hot, and much too lonely residential apartments.
- The
call also comprises urban traffic and transportation, for which new readings are to be provided that seek to facilitate peaceful
coexistence and inclusion of all street users.
Climate change necessitates new types of urban use. Projects
submitted for “The Weather of Tomorrow” could propose answers to emergent new policy issues and indicate courses of action:
- What can we learn from other cities that have a much longer experience in dealing with heat and public life in street
and squares?
- How can we build awareness for the issue in neighborhoods and with municipal authorities and inspire
thinking and dialogue?
- How can changes be effected that sometimes are still uncommon but necessary for Vienna?
Project RequirementsThis Call for Proposals offers all interested parties an opportunity to submit
propositions for temporary art projects in Floridsdorf, whether performative and/or participative projects or installations
and sculptures. Project formats are open choice. The goal is to tackle the range of issues to address in a variety of ways.
The maximum running time for temporary projects is twelve months, all projects selected will be implemented in 2022.
Please note: For legal reasons, projects can only be implemented in the designated public spaces, streets and squares, as
marked out in the map. Existing guidelines and regulations of the Vienna City Administration apply, and the designated sites
may only be used with owners’ consent and after issuance of required permits by municipal authorities.
